Grants Pass ADU Regulations

 

ADU regulations are based on both Oregon law and the Grants Pass Development Code, which establish standards for ADU size, placement, and development. The information below is drawn directly from those regulations. If your property is in unincorporated Josephine County, different rules apply. See our Josephine County Resource Guide.

 

  • Size requirements: Confused by conflicting accounts of local ADU size limits?  Per Grants Pass Development Code Article 22, ADUs of up to 1,000 sq ft are allowed in city limits, not 900 sq ft as some sites suggest. However, outlying areas are capped by Josephine county at 900 sq ft. This includes Cave Junction, Merlin, Selma, Williams, Kerby, O'Brien, Takilma and Wonder. Exception: When converting a whole level of your primary residence to an separate dwelling unit, the 1,000 sq ft cap does not apply. 
  • Parking: Grants Pass does not require additional off-street parking.
  • No density penalty: ADUs don’t count against your lot’s allowed dwelling cap.
  • Second ADUs: Grants Pass allows up to two ADUs, provided the lot can accommodate both within the required setbacks and lot coverage. On smaller lots, this often means one.

  • Convert a legal nonconforming structure

  • What is an ADU

    An ADU, or Accessory Dwelling Unit, is a secondary living space on the same lot as a primary residence, often referred to as granny flats, in-law units, or backyard cottages. These units include independent facilities for cooking, sleeping, and sanitation, providing flexible living options. They are ideal for rental opportunities or additional family space, and add significant value to your property. In Oregon, legislation supports homeowners' rights to build ADUs, enhancing property utilization and accommodating diverse living arrangements. Grants Pass has generous ADU regulations that allow larger structures than many surrounding communities.

  • How much does it cost to build an ADU in Grants Pass?

    ADU construction prices in Grants Pass typically range from $200 per square foot for standard construction or $300 per square foot + for premium materials and custom solutions. This covers everything from planning and permits to construction and finishing touches. Investing in an ADU can significantly enhance property value and provide a potential source of rental income.   • How long will it take to build my ADU?

    New ADU construction typically takes from 3 to 6 weeks, though the timeframe can vary with the complexity and size of the project. 

  • Can I build an ADU in my Zoning?

    The answer is probably yes! In Oregon, most residential zoning districts must allow for the construction of ADUs. However, Grants Pass has limitations based on the size of lot, placement of the ADU, shared utilities, etc.... Call us! We're happy to help you better understand the options in your area.

  • Will I need permits for my ADU?

    Yes, you will need permits to build an ADU. Grants Pass residents can obtain these on the city website. Residents outside city limits must obtain both a Land Use Compatibility Statement and Building Safety approval from the Josephine County Community Development Department. In addition all ADUs must be inspected to ensure compliance with building codes. We will handle the permitting process for you, ensuring that all paperwork is completed accurately and efficiently to avoid any delays in your project.

  • What are the size restrictions on an ADU?

    ADU's of up to 1000 square feet are allowed within the city of Grants Pass.  Individual properties may face additional constraints due to lot size, ADU placement, etc... An exception is allowed for primary residences where a whole level is converted to a secondary residence.  


    Josephine county ADU's outside of Grants Pass are capped at 900 square feet. 

  • Are there restrictions on the uses of my ADU?

    ADUs are generally intended for residential use, which includes long-term housing, use as a guest house or personal use as an office, studio, etc.... 


    Josephine County does not allow ADUs to be used or short-term rentals, however the City of Grants Pass does allow Short Term rentals in certain zones, subject to VRD permits.

  • Can I finance construction of my ADU?

    ADUs can be financed through savings, home equity loans, home equity lines of credit (HELOCs), or personal loans. Some homeowners also choose to refinance their existing mortgage and cash out some of their equity to fund the addition. 


    We recommend using Rogue Community Credit Union to support the local economy.

  • Does Grants Pass have pre-approved ADU plans?

    Yes. Grants Pass does offer free pre-approved ADU plans in three sizes (728, 576, and 416 square feet). While they can streamline the permit process, minor changes may require additional approval. We've found it's often more efficient to start with a custom plan. We're happy to walk through all your options to determine the one that's best for you.
